Mbay, Vox NTT-The Coordinator of Korsupgah Region IV Corruption Prevention Deputy of KPK RI, Budi Waluya said, in the discussion has the potential for corruptors to rob Local Budget Revenue(APBD) and State Budget Revenue (APBN).
It was conveyed during the exposure of his material in a seminar on the topic “Prevention of Corruption in Local Government” which took place in the Hall of Setda Nagekeo, recently.
The seminar was presented in an updating forum of the follow-updata of thefindings by Inspectorate of the Province of NTT on the regency / municipal area of NTT.
According to Budi, the potential for negotiations in the process of drafting and budget allocation is still always happening in the discussion of the APBN and APBD.
The negotiation was due to external intervention. Besides during the discussion Budi said, corruption also often occurs on social assistance or grants that are not right on target.
The allocation also does not focus on public interest and financial management from planning, implementation, to disobedient administration.
He added that another area of corruption often occurs in the Procurement of Goods and Services (PBJ). There are non-transparent processes happenned, mark-up prices, different specifications, uneconomed implementers and conflicts of interest. It is said, the area of corruption also occurs in public services licensing business. There are still a lot of gratuities, bribe extortion, not prime service, and licensing that is not transparent.
Corruption Cases in the Region According to Budi, most of the corruption cases in the region concern the procurement of goods and services.Generally the Public Prosecutor charged the defendant by using article 2 or article 3 of the Law on the Elimination of TPK.
Article 2 of the act of corruption committed against the law. Whereas article 3 on the act of corruption is done by misusing the authority, opportunity or means available to him because of position. “Intention in the Crime of Corruption, no misconduct without intended intention, corruption crimes are based on dishonestness arising from within a person, no corruption is done because of negligent or forgotten or because of inadvertence,” Budi said.
Hence, he added, KPK needs to implement the coordination function and preventive supervision in accordance with the authority set forth in Articles 7 and 8 (1) of Law No. 30 of 2002 on Corruption. In carrying out the task of coordination and supervision as meant in Article 6 letters a, b, d and e, KPK is authorized to conduct supervision, research, review and monitoring of institutions performing their duties and authorities related to the eradication of corruption.
And, agencies that carry out public services with the stages of activities such as problems mapping and arranging action plan of eradicating integrated corruption. In addition to other activities such as, coordination meetings, the signing of a joint commitment and action plan.
Then, the implementation of action plans, monitoring and evaluation of the implementation of action plans. Nine Points of Commitment of KPK Budi on the occasion revealed 9 points that have become KPK’s commitment in efforts to eradicate corruption. The 9 points are:
1). Implement budgeting planning process that accommodates the public interest, free from outside party intervention through e-planning implementation.
2). Implementing PBJ electronics based including the establishment of ULP independently and the use of e-procurement.
3). Implementing One Stop Integrated Services and the process of issuing open natural resource management licenses.
4). Implement village fund governance including effective and accountable utilization.
5). Implementing the strengthening of APIP as part of the implementation of SPIP.
6). Strengthening the system of government integrity through the establishment of the Integrity Committee, Gratification Control, and LHKPN.
7). Building synergy and participation of all components of the community towards strengthening governance.
8). Implementing improved Human Resource management and implementation of Income Benefit Allowance.
9). Implement an Action Plan in an integrated and consistent corruption eradication program.
